Yes. Speedy Checkout allows a person or an organisation to buy large numbers of entries quickly, without assigning them to named participants at the point of purchase.
Once the entries are bought, they sit on the buyer's account as unregistered tickets until the buyer assigns them. There is no deadline pressure at the moment of purchase, so the buyer can commit to the places first and find the people later.
This is the route that works for corporate entries and charity places, where an organisation wants to secure a block of places before it knows who will be using them.
Bulk purchasing depends on Speedy Checkout, so it is only available on events where you have switched Speedy Checkout on in the Racer Services section of the Event Creator. You can see how many places a bulk buyer still has unassigned in the Unregistered Tickets tab of Manage Racers, in your Event Dashboard.
